While weird looking, those censors weren't added on by a third party. Image came from the artist twitter and those censors were already there to belong with.

Then I don't know why the uploader didn't upload the Pixiv version then (and still claimed the Pixiv version as its source). Maybe the size is not big enough?

The image is manipulated anyways, as those censorship does NOT exist in the real book cover.
