Nope, because everything is covered under that skirt. It could just be (for example) the other person's hand doing fingering. Oh yeah, we even can't be sure the gender of that "other person", too (where only their tummy and one of their hands are shown).

You're kidding right it's a man I can see his pecs women don't have pecs like that at least no woman ive ever seen ever that and his massive hands unless you've seen a woman with hands that big

I've changed it to explicit due to the fluid at the top of the picture.

There's pretty much no way that they aren't having sex, so I'd definitely argue that the tag should be there, but it's not actually shown, so I don't know.

Oops… ^^ Well, I don’t fell like I want to remove it: even hidden by the skirt (does sumata count as “sex”?), it’s too obvious to not add this tag, IMO.
