Again, kids that age can have boobs. Probably less common in most places in Asia but it is nothing unnatural.

Per Kawaiideath above - there's this Japanese actress/gravure idol who has already got bigger-than-usual boobs when she was still a late primary school student (hence acted as a secondary school student in at least one TV drama, and nicknamed "F-cup primary school student").

or maybe their clothing makes it look like they have breasts. there are little girls I've seen who are still flat chested at the age.

I’ve worked in an elementary school for a year. I can confirm that you have both still flat-chested girls at 11, and girls already having quite nice boobs at 9. Also, you can have 10 YO girls who are already 160 cm, for real (my height; she was taller than several teachers who were in their 40-50s)! Each person, each child is different and grows up at their pace. That’s all.
