non-gravitational hair
Or gravity runs towards outside of their circle, pulling everything away from the centre of the image... and so they have to grab each other firmly to avoid separation XD

probaly they're rotating in a circle

That doesn't explain why the ends of their hairs aren't pointing towards the ground (i.e. us the viewers), hence blooregardo's comments.

Did you mean "centrifugal force"? Otherwise their hairs should have become grass heads XD
What if they are lying on the ground and looking up?

Then the hair will drop opposite away from the viewer, which surely won't have the "stiff" edges (as if something is stretching them from outside the image frame) shown in the image.

Anyways, I think they're supposed to be doing something like this, so I don't think they're lying on the ground (Otherwise, the girl at the bottom left corner would surely get hurt very much).

That explains it then, they are rotating so fast their hair is held firmly at its original position.
