it isn't even overpainted, as some artists do, it is just a cheap filter.

it's the details, they are highly accurate and it would be too much work to create them by painting over the photo, it is 100% cell shader

I'm a bit late to the party but honestly, my guess was too that the background was traced from a photograph and then colored in.

The many distinct details seperated with clean lines, such as the 'tiles' in the sand and the waves in the water can simply not be achieved by merely using an automatic process on something as visually convoluted as a photograph of real life scenery.
