Is this just a different alias for Mubi Alice?
It does resemble tinkle a little bit but I don't think they're that similar.

it's nevertheless interesting that his/her coloring (or overall) here is much better than what he/she has on pixiv, which screams amateur.
The way they colored the eyes and hair is identical tho, just some other areas are shaded softer and it seems there's a reddish layer applied to this entire image, or some sort of filter. Funny how small changes can affect the result so much.
After checking their Pixiv profile and twitter briefly, it seems 1) she's a girl (also backed by the Twitter account https://twitter.com/Elsie0Alice/status/941129072343519233 ), 2) it's their debut illustration in a magazine (If I understand Google translate correctly) https://twitter.com/Elsie0Alice/status/945549437400530944.

As for the big difference in coloring between the magazine art and their material on Pixi, could it be possible that they hand over the illustration to a (more technically skilled) person to get it 'mastered' like they do in the music industry?

This is possible, especially for copyrighted works, where the illustrators may only draw sketches and/or line arts, with coloring, etc. by other staffs.
