I actually made a new account to check this the other day in relation to a question on the forum and was surprised to find out that it actually isn't. The default blacklisted tags are:

I confirm: “e loli” and “e shota” used to be the only blacklisted tags by default on my account (created in 2009). Maybe some changes had been made on new accounts afterwards.
