Well, I guess that's still not enough to classify this as questionable, I think not all "nopan" are questionable, in case I am wrong and all "nopan" are automatically "questionable" has 18 pages to correct, but I read the howto:rate so I guess it's not all, unless I let it go unnoticed.

Yes, there are plenty of Safe posts tagged with nopan but in this case, the angle of the camera is what sells it as Questionable, imo. Even if she had panties on, the focus is on her underthighs and crotch which, along with her blushing, gives off enough of a creepshot vibe to make it Q.
I give up, my sense of classifying the images is bad.
I wouldn't even think that's a definite nopan, and the angle is definitely not worthy of questionable.

Not by itself it isn't but the whole pic has an erotic/creepy vibe to it. To me, it slightly crosses the line of a tasteful panty/crotch shot. But eh, I'm just a tag leaf-cutter.

My mother plays online games like TERA or Lineage.
She certainly saw creepier things than that. Also, that blush is pretty sweet and innocent, you have to have a dirty imagination to see anything more than that.
It can be both sweet AND questionable (per the site's def. of Questionable used for rating purposes, not as in "morally reprehensible") and in fact I agree, it is both. Plenty of such posts around here.
