might be where 'her tail is supposed to be', but that is still not where any tail is supposed to start.

I do and I suggest you check her artworks again.

This namely certainly does not seem to be where her tail starts on her Saber version's stage 4 artwork and the 'Heroine Eli-chan' craft essence.

These 2 are the only artworks that show her tail's origin clearly, from
what i can tell.

In these artworks her tail seems to be attached much closer to the tailbone (as tails should) than in this post, where it protrudes straight out of the middle of her spine at a 90 degree angle.

With the in-game sprite in FGO I find it a bit hard to say for sure due to the nature of the game's animation, but for what it's worth in Fate/Extra CCC it's also pretty clear that her tail is attached around the tailbone:
