With almost the whole breasts revealed, I won't describe this as underboob - more like breasts without nipples.

She's pulling them up along with the shirt (see shading at the bottom of her breasts, particulalry her right one). Hence the nipples are not where you might expect them to be.

I believe moonian is referring to the fact that she has lifted too much of her shirt (and thus, too much of her boobs is visible) for the the pic to qualify for underboob. Therefore, he thinks it's more appropriate to tag this post with breasts instead, which I agree with.
