For one thing, Narumi doesn't have a ponytail.

Pretty sure it's Narumi, the swimsuit matches post #404402.

Also, as mentioned above, Kanata appeared on cover already, it doesn't make sense to repeat until all heroines have been "used".

Hairstyle shouldn't be used as proof anyhow.

While that's true, the lighter brown hair along with the hairstyle, and gentler face expressions are all Kanata's features (I don't know how the hairstyle shoudn't be used as proof, unless at some point Narumi decides to wear it in ponytail too - most anime/manga tends to stick to one style per character), and as for the reason why they might use Kanata here is because this volume does a shout out to the anime adaptation and that the volume has chapters about Kanata and Narumi in the past, before breaking up.
