I think there's a misinterpretation by you about what is "nudity without exposed genitals". Well, it's basically breasts/nipples: simple nudity. There are two kinds of nudity: full frontal nudity and simple nudity. Full frontal nudity is when the genitals are exposed (when we rate "explicit"), and simple nudity is breasts/nipples (when we rate "questionable"). "Nudity without exposed genitals" is basically simple nudity (breasts/nipples). In this picture there are no genitals and no nipples exposed. She is not wearing clothes, but she is covered by flowers and by her arms and legs. There's simply NO apparent nudity in this picture; hence "nudity without exposed genitals" is not applied here.

Furthermore, let's see the guidelines for "Safe":

  • All art lacking clear sexual content.
  • Innocent romance (kissing, hugging, eye contact, etc).
  • Tasteful swimsuits.
  • Tasteful lingerie.
  • Tasteful panty shots.
"All art lacking clear sexual content". Check.
About "tasteful swimsuits, lingerie, or panty shots"; she is not wearing swimsuit, lingerie or panty, but could be considered "tasteful flowers". :P

Another example: Facebook doesn't allow nudity of any kind, even simple nudity. If a picture with nudity is posted on Facebook it will be deleted. If this picture was used as a profile or a timeline cover picture, it would not be removed, because there's no visible nudity; hence, it's safe.

I think I'm wasting my time with this discussion. "Questionable" and "Safe" makes no practical difference in this site anyways. :P

Well, anyways, if you are still not convinced, I will leave this be, I've said everything I could. ^^
