That's not the point.
The point is that feet are part of the body, so obviously there will be artists that draw them.

I assumed OP meant that, in their perception, feet are not just 'there' as part of the body but are overly emphasized in contemporary Japanese art. (Which I don't actually agree with)

Lol. I meant that as in 'deliberately presented in a sexual manner' or, as many others like to say: 'sexualized'.

You can't deny that characters that are canonically kids being presented in a sexual manner isn't uncommon in anime and related works.

Which I have nothing particularly against, since, hey, it's fiction and all, but I think this ís a quite Japan (and probably some other Asian countries)-specific thing.

In related work, sexualized lolis are quite common, but in anime itself (just to be specific: I mean television broadcast, full length series) come on, sexualizing kids is basically a thing of the past, it hardly ever happens these days, and if it does happen, it's in something very under the radar.

You obviously don't watch Highschool DXD they go full nude loli. There are also shows like Eromanga Sensei and these are pretty well known shows.

There's about 2-3 shows every season at least, this season you have How clumsy you are Miss Ueno, Wataten! An Angel Flew Down to Me, Date A Live Season 3 and Index III.

DAL don't have a loli, most we get is the sideline girl, and some under the radar nothing. Miss Ueno is anime shorts, and anything but lolicon with the classmate love interest, and Ueno is hardly a loli to begin with. Wataten is outright taking extra care not to accidentally show the least bit of sexualization of the girls.
So 0/3, try again next time. Yes, Eromanga had some, as well as DxD's side character LEGAL lolis. But basically you won't find loli panties in anime, and especially what I was talking about: actual kid aged girl's.
