Either the wiki is worded incorrectly or there is a misunderstanding of the term. The correct definition of fishnets is "hosiery with an open, diamond-shaped knit". The "most often" in the wiki likely refers to the existence of shorter variations such as ankle socks. Considering the sketchy grammar used in the yande.re definition, it's safe to say it wasn't stated as clearly as it should have been.

If you want to get technical, the wiki's definition as it is now would more accurately refer to the fishnet material itself, as "fishnets" is slang for fishnet stockings. I highly doubt this was the intention, however.

You're right, fishnet was most likely only used to craft leg-wear when it first became notorious and yes, whenever it's mentioned people often think it only applies to hosiery (I sure did until just a couple of days ago). I'll give you that. However, that use of the term and thus its definition have clearly evolved since, nowadays, underwear and other types of garments (sexy or otherwise) made out of fabrics with diamond-shaped knits do exist (NSFW) and seem to be quite commonplace. That much is a fact.

Ergo, our current definition describes reality the best (better than Wikipedia even, for once). Leaving as it is right now and continuing using it as we have allow us to better accommodate works from artists who may decide to draw diamond-knitted clothing (panties, sexy bodysuits, thongs, dresses, what have you) into their stuff, something that is very likely to happen considering that fishnet is most commonly seen/used in sexually-charged settings, the bread & butter of this site.

If anything, I'd remove that 's' at the end of the tag's name and call it day. That way there will be no doubt at all we're talking about the fabric whenever we put it into an image.

You're missing the point. This is not due to some "evolved" use of the word ("fishnets" still exclusively refers to hosiery, similar to how "nylons" refers to stockings). Yande.re is a watered-down version of Danbooru, and thus uses a fewer number of tags. It makes little sense to tag a particular patterned material; and chances are someone searching for "fishnets" is not looking for fishnet-patterned underwear. It's a particular and well-established fetish.

As a community-based site, which encourages all members to upload/edit tags/etc, it stands to reason that all members are also welcomed to give their input on a perceived error. Being a moderator does not necessarily mean that person has the best judgement. In fact I have participated in two debates against moonian's opinion on tagging and have been on the winning side both times (not to say moonian is a bad mod, it's just that they have occasionally demonstrated a "too literal" take on tags).

Which brings me to my point - your take is too literal. Perhaps this is acceptable on Danbooru, which uses a much more thorough tagging system (and also consolidates tags, such as "fishnet_bodysuit"). In a place such as Yande.re, which doesn't use tags that are considered too trivial, it doesn't make sense.
