sweater being an abbreviation of "sweatshirt", literally sportswear in a lot of cases...
even if its complicated into hooded sweatshirt mini dress.

If someone mentions a clothing "sweater", I would expect it is made of wool. But this obviously isn't.

And if you search "sweater" and "sweatshirt" in Google images, you will get almost completely different results ("sweater": got mostly what I mentioned; "sweatshirt": got mostly what you mentioned).

Also, before the creation of the "sweater" tag, there was the "open-chest_sweater" tag at first which was specifically for that kind clothing (which is made of wool) until it got replaced with "sweater" for any upper clothing in general made of the same material.
