I'd guess that they're chain straps rather than a whole chain bra, but it's not like there's any way to tell. The chains may look cool, but it's not like they'd be comfortable as straps, let alone having the whole bra effectively being chainmail. I think that it's a good bet that the artist made the straps chain because it looked cool and that was about as far as their thinking went. Reality doesn't tend to enter much into these things. However, without asking them, I don't see any way to know for sure.
