I re-saved this JPG with standard MS Paint and it went from 10 MB down to 2,86M - I wonder why the original is this heavy.

Are you sure MS Paint hasn't lowered its quality greatly upon saving? Anyways, quality will be lost every time you save an image as a JPG.

I think the default JPG quality for MS paint is 90% so definitely lost considerable data there but I think the main problem causing the image to be so heavy is all the "color noise" you see when you zoom in.

Must be deliberately done by the artist so that you have to subscribe their fanbox for a high quality version or something.
