In my opinon,
Noise in print can be reduced by using noise reduction feature of softwares.
However the image has some water wipe marks and dirt from the scanner.
The glass surface of the scanner seems to be getting dirty.
It's better to wipe it down again with a tightly wrung cloth.

I tried to improve the image quality.
The sample was reduced the noise with waifu2x & Neet Image.
Furthermore, I fixed some of the dirt and dust by hand.

We shouldn't cleaning an image by using waifu.

I agree about digital source pictures. However, scanned pictures are inevitably affected by the quality of the paper. I think most of the scanned pictures posted here have some noise reduction processing.
