Given the fact that there is a partially drank glass of liquid (that the dog is closest to, coincidentally) on the ground next to her, I would say the artist is suggesting that it is more likely someone spiked her drink rather than she 'party'd a little too hard.'

Fully agree with you. Whether or not her drink was spiked doesn't change the fact of whether she was 'asking for it.' A woman is only 'asking for it' if she blatantly asks you for sex (which almost never happens) or, more commonly, when they take a series of actions to 'ask' on a more subtle level (all of which require that she be awake, sober, free of mind-altering substances, and not being coerced or otherwise being forced to take any actions against her will). It's sad and horrifying that women have to face so many men (and some women) that would commit varying degrees of sexual violence against them.
