wouldn't the bunny costume be a bra substitute can't see the nipples and not a loli, i think safe rating fine.

It's still not so Safe if too much of a breast is exposed - what you said means any breast with pasties covered is Safe, too!

In the topic of no bra bunnygirls, I feel like you should think of it as "would it raise questions if somoene were to see this as my wallpaper?" and that's how it should be determined whether it's safe/questionable. This perhaps would, but not so much this
