Her breasts are small enough, so yes. “Loli” is both for real underaged girls (children and teens under 15) and girls who look like underaged girls, here: if she looks like a loli (and the picture is Questionable or Explicit, not Safe), then she must be tagged as a loli. Even if she is a thousand years or actually an adult.

The tag is subjective. When the content is unclear and can be interpreted either way, such as with an image rated as questionable, the site rule is to use the tag because it's primarily for blacklist filtering purposes.

Content that is rated as safe should not ever have the loli tag though, and many safe rated images end up getting it anyway because a bunch of people seem to think the word universally applies to any young looking character regardless of the image's context.

Um, no, she does not.
Both by going her B (or maybe C-cups given her standing tall position) or her body to head ration that makes her taller than the average adult asian woman I'd say the only thing she has going for her being called a loli is that she has a slim frame.
No child or teen has that anatomy, at least until they are mostly or completely over puberty.
