I've got a question. Are notes used exclusively for translations, or do they have other uses? I was thinking of using them to associate the tags with the corresponding characters.

I don't believe the need is that strong to do so (for this image), as there aren't that many characters in this image, not to mention they're all from the same work - unless we're talking about something like post #554590 (many, many characters from the same work), or post #236474 (a number of crossover characters from different works)
My main reason to do it in this image would be that there is no Saimin Seishidou fandom page or similar where you can easily look at a catalog of faces and match them with names. I had to go through each doujinshi and create the tags myself. I still don't know the name of the pink haired girl, which is kind of bugging me xd. I thought that it would be easier for future tagging if there was at least one point of reference.

Also, is it allowed to do it even if it's not necessary?

Ah, I see. If references for these characters are so scarce out there, then I think it's OK to add notes for them.
