Why is it blurry? Just blown up multiple times?

Looks like overdone filtering going from cyan, magenta, yellow and black printed dots to a digital reasonable image. I'm guessing there's sharpening halos around the upper left text too, but I don't know what it was supposed to look like. At the very least the image should've been shrunk down some to help hide some of it.

The raw material probably isn't even paper
