I hear this falls in the same category as Noir, Madlax and El cazador?

It's made by the same director and it definitely has a similar feel. However, unlike those 3, it's based on a video game, so whether it'll manage to really be on their level or not, I don't know. But having seen the first episode, I'd say that it seems promising. Certainly, if you liked those three series, I'd recommend checking out Phantom.
