I believe they still have that "wear masks in public areas" (or something like that) rule up, which means it's impossible to remove your mask to eat something outside without sitting in a restaurant - unless one oneself doesn't follow that rule, of course!

I'd argue with that, in my country we have to wear our mask in public areas, yes, but we can remove it for drinking or eating. As long as you don't eat in a purposedly provocative way or something, you're fine. Eating takoyaki like that would be fine.

You can still see anime character like Golden Darkness from To Love Ru eat dorayaki while walking. It's not illegal, just not a very polite manner for them, and it's not that uncommon for teenagers.

One example I've heard is that if you accidentally hit someone while walking and eating on the street, you need to pay fully for his or her laundry fee, not sure about other consequences. If you want to know more I suggest to ask a Japanese about it, it's not like these rules make sence to me either
I think it makes perfect sense, if you dirty their clothes, you should be the one paying for the cost. But I assume if you eat in a sensible manner, and not in the middle of a crowd, it should be fine to eat on the street, like in the illustration.
