Are staffs always considered weapons?
I see you always adding the tag on pictures containing a mage's staff.
I generally consider them tools that can be but not necessarily intended to be used as weapons.

Mages' staffs are weapons, of course - at least they're used as ones in The Lord of the Rings (magic is used to attack someone; but certainly you can use it to wreck someone physically like a rod instead!).

I guess it depends on which work of fiction is the base line. In most it's basically a tool for more efficient use of magical power, while in others it's a tool for more efficient offensive use of magical power. Like how a machete or a hatchet are basically gardening tools, but you can whack people with them. Even in LoTR the staffs aren't always used as weapons. That's why I asked if staffs are under all circumstances considered weapons.
