Maybe Dreista thinks that the bigger data size is always higher quality. I think he doesn't know that there are two ways of compressing jpg, baseline and progressive, or he doesn't understand that the same picture will have a smaller data size with progressive.

In this picture, the Twitter version is progressive and the Pixiv version is baseline, so the Twitter version is smaller.
Or perhaps not everyone uses twatter *gasp*...

In many cases, yes. But not always. Sometimes they are exactly the same, even if they are different sizes, as in this picture.

The reason for this is that, as mentioned above, the compression is different and metadata may or may not be included.

The difference between the baseline and the progressive can be seen by viewing post #801443 and post #801033 with Ctrl+F5. post #801443 has a picture that appears from the top, post #801033 has a picture that is rough at first and then becomes more and more detailed. But they are the same picture.
On jpg format you have space for exif data and one place (in recent version) for thumbnail. Twitter as pixiv delete these with their software like here for dakimakura tag. ;)
