The artist sure didn't draw her as such. Small breasts != loli, she isn't even tagged as one on Pixiv, and her head to body proportions are normal teenager anime girl, in fact probably smaller head in proportion than your average girls.
So you tagged her "loli" wrongly, but knowing this site I rather don't change it myself, just saying that there's no implication she should be considered a loli.

It's not only bc of her small/non existing breasts it's about her body. especially waist. Many artists draw loli versions of chars and didn't tag them as such, you know.

Her waist is not even on the smaller side, it's pretty typical for any japanese woman, much more for regular teen anime girls. This is DEFINITELY not a loli version. This is Rin.
