I think this is an expression.
I interpreted this to mean that her clothes had partially melted into a clear mucus, which was now clinging thinly to her breasts.

Well that's a... farfetched reason for me. I still think it's a quickly draft, it's too roughly in twinbox's common artwork, because I could see the unnatural noise decrease bewteen two parts. I'm very sensitive to those little difference. Hope twinbox will give a better version.

I think it's just a try for fun on the original one.
