I'm new to art but if your talking about it's size and angle - i think it's an attempt to give the feeling that left foot is closer to the viewer then rest of her(an attempt at 3D?)
And if about the sole of the shoe then i agree that it's drawn badly but you can't blame a guy for wanting to draw ecchi pictures fast right? XD
