Rating locked? I thought swimsuits belonged automatically to the questionable rating? :O
Nope it depends on the swimsuit.
A few examples:

Are there erect nipples or cameltoe -> questionable.
Are the breasts too much exposed -> questionable.
Wiki -> How-to guides -> howto:rate
(although criteria of rating:safe underwear elude me :|)

Welp regarding swimsuits it says "Tasteful swimsuits" which isn't exactly super clear to me; the user above explained much better what's a "safe" swimsuit

Yes. Nonetheless, I don't agree with the second part of their safety criteriion I wouldn't rate post #872473 as questionable, for example. Looks safe to me.

I see a couple of things for why I'd also rate that post "Questionable".

First of all: The over-exposed breasts - you don't normally see that kind of swimsuit on a public beach

Second: The left hand position and the face expression clearly suggests a sexual impression

Third: The camera position and zoom is clearly focused on the breasts, further increasing the overall sexual impression

Then again, I myself would have 5 different ratings for images:

Safe: No sexual stuff at all (modest cleavages are still fine)
Ecchi: Erotic, but still covered (like the post quoted above)
Ecchi+ : Erotic with nudity(Partial of full)
Hentai: Sex and / or any kind of penetration

I have already sent them a PM to tell them to stop, but they apparently don’t care and continue to lock ratings almost daily.

I had to undo a dozen of their last locking, tonight. I’d like to not having to do it again…
There's no way to disable Rating-lock by permissions? I can delete my image, but only a moderator can undelete it.

While not the best argument from the purely logical standing, an argument nonetheless. post #932697 has little essential difference from my previous example, but it does have a Danbooru counterpart (can be found by clicking "Find similar" on the left of yande.re post). It's "Safe" there.
The arguments so far about the previous example just being not safe, or about overexposure of skin, exotic nature of the swimwear, disallowed hands positions, and zoom and focus all lack objectivity. How much skin is an overdose? If the strap becomes double the current width, does the image become safe on that front? What if it's tripled or 1.5x-ed? Also, give the woman a credit. A cougar could look like that, but the look alone doesn't give the basis to assume. There may be pasties and adhesive at play to eliminate slips and malfunctions. Can't blame a person for having an any given bust size either. A swimsuit is a swimsuit, she can just prefer it. Mind the risk of disallowed chauvinistic bias, when you narrow down the pearls of sexual impression.

To find something attracting and to categorized it as erotic / sexual is not something objective to begin with, so I don't know what kind of argument you were expecting, of course there's no mathematical specifications I can provide in which a picture end up from "Safe" to "Questionable" - at the end of the day it's just people's subjectivity -- however, in this context here, mod's subjectivity are what sets the standards so that much we ought to comply with
