Not watching this anime (yet?), but does she really have only her swimsuit in all her wardrobe??? I don’t remember to have seen her with another outfit. It would be a good idea to show her in different outfits or situations, now that we know that she seems to love wading in the sea with her swimsuits on…

I think it's pretty reasonable for her to only wear that, if you're watching the series.
Not like it's explained yet, but there exist multiple possible explanations for that.
