This picture reflects exactly why I usually hesitate to tag leggings-related tags with characters wearing skirts/dresses - if her skirt had been just a little bit longer (enough to cover the upper openings of her thighhighs), one might have already had tagged those leggings as pantyhose instead of the correct thighhighs.

There's no big deal, what's important is what you see, not what "really" is. If the thighs are visible, tag with thighhighs, if not visible, tag as pantyhose. Covered thighhighs with hidden thighs are like most clothed trap images, nobody knows it's a trap unless the author says so, unless it's a known character. So just tag these images as pantyhose.
