Character: kouzaku mitori
Kouzaku Mitori (警策看取 Kouzaku Mitori) nicknamed as Mi-chan (みーちゃん) is an antagonist in the To Aru Kagaku no Railgun Manga. She is a mysterious girl who works under the orders of Kihara Gensei and is currently targeting Misaka Mikoto's Sisters.
