Ok I think I see what you mean, and I apologize for any misunderstanding. But I must disagree *this was definitely done "by hand" over several layers not with any kind of pattern tool. I may be wrong as I am not so experienced with CG coloring, but as far as I know there is no easy way to get this affect and also have it follow the "shape" of the skirt.
A good place to go for this would be CG tutorials on Deviantart or Youtube but as not many people can afford (or successfully pirate) PS you might try looking for Gimp tutorials as well.
