The reason behind this is there was confusion about the definition of bottomless.
Previously, it was used like "no skirts" or "no pants" here. Which means if the characters only wear panties, it still counts as "bottomless".
But it has been discussed and changed to today's definition, which is same as Danbooru's, and also more consistent with topless.
