PD unlike Share cares about upload bandwidth..i was running it on my home connection too without result (shit stay "sleep" forever and downloads never start). A friend told me to run it on an higher bandwith line..so now i'm running it on a 100/100 mbit server. Download start fast and it doesn't take much even for 2-3 gb files. tl;dr Don't run PD if your upload is less than 100 kb/s.
2gb cache is enough to make sure that your added downloads take priority over automatic ones. This doesn't mean that the auto ones are stopped at 2gb unity. They will resume once you leave PD idle with nothing to download.
