Well, the one I bought that book from was this seller: https://shop136807177.taobao.com. They had maybe 2-3 other books I haven't seen around earlier. Basically you make a Taobao account, and then you have to download an app called AliWangWang. After you buy the item, the seller will text you on that app with the download link. I also found this seller that had a bunch of settei: https://shop150510179.taobao.com which I think also uses the same method. There are probably more stores on Taobao that sell book scans, but I'd need to look around more.
Also, some Taobao stores sell free art from Pixiv and other places, so you kind of have to be a little bit careful with not getting literally scammed.
