For those who want quick and rough translation of the scans, I want to recommend Capture2Text http://capture2text.sourceforge.net/ as it was originally created for untranslated manga too. I hotkey Win-Q, draw a box around text that I want to translate, it OCRs and spits out a rough translation of the text. There's more information in the linked site. Obviously won't work well for handwritten texts, or low resolution pages, but I've gotten much more out of the books this way. I hope the app helps somebody.
