it would be, if "change" meant a concrete thing, but it doesn't since you can change in many different ways ("change" can be a mental thing, or physical, or you have another job...it can be too many things). So "not changing" doesn't bring you to a state of "change". (Because "change" comprises infinite "actions". So you can change twice and wouldn't be in the same place as you were at the beginning).
Although you can say "everyone is the same" if everyone changes if you refer to this attribute of "change" in general (but still cannot say that the one who hasn't changed is the only one who changed).
