The clothes are Sanae's but that long hair style and color are definitely Okuu's.

What I meant was, the eye of the yatagarasu (that red one above her stomach) isn't in this picture.

Well, it's the artist's preference. Or he just forgot.
Some of Okuu's pics doesn't include the eye, take post #127724 as example. Even the nuclear control rod is different. Touhou pics are mostly made by fan artists, so the inconsistencies can be tolerated for me.
