Aside from the fact that a gal going out like this in public is illegal (in the US anyway), what would you really think of a girl who chose to do that? Sure, you might like the view, but generally, women who bare themselves like that in public are not viewed favorably. I'd say that the closest that they'd generally be able to get away with without being thought of as sleazy would be a bikini, and that only if they're in an area where it's normal to wear swimsuits.
