is it Cirno and Meiling? Because they're the only one stage one and two boss, (If I do remember...~)

or is it Iku and Tenshi because they come from 10.5 which is not a danmaku game.... (oh wait... Suika is from IaMP... right? But well, she did appear on a danmaku based game, the Double Spoiler...)

Flandre and Fujiwara because they never appeared or were apart of 12.3?
But wait, Utauho isn't in this picture. Neither is Reisen nor Komachi.
Well that blows my guess out of the water.

And for laughs, Fujiwara and Patchouli because they have something in there mouths. (Cigarette or pipe, dunno.)

you can't play as shanghai or fujiwara no mokou in any official touhou game, but you can as the others.

the watermelon presents Ibuki Suika，and the big stone presents Yasaka Kanako

cirno and shanghai i guess... because these are the only characters without both names (family and given name)
