EDIT:
The artist tags at Pixiv have Flandre and Cirno Color. This means that Flandre is cosplaying as Cirno.

I would put Flandre but I'll just leave it as it is. Let somebody else debate that if they want.

Because if you leave the Cirno tag too, you can't determine who's cosplaying who.

You can go either way on that - they're Cirno color and Flandre style - though I'd think it would be easier to color Flandre's blue than to "rearrange" Cirno's.

But she's still wearing Flandre's hat... which lends to the Cirno as Flandre because if it were the other way around, wouldn't she remove the hat? Unless she has some hold-up
