Also, she doesn't look like a loli at all on this one, unless small boobs are your only criteria - in which case we're in for a lot of tagging correction.

it's not that easy. Loli is a shortcut of lolicon (or here means a character in a lolicon's picture).
Lolicon or LOLIta COMplex refer the movie Lolita of Stanley Kubrick, wherein, a man fall in love of a widow's daughter.
I don't remember how old is Lolita(Dolores) in the movie, but loli design at first a minor girl. After it depend of each point of view.

Actually, Lolita, is from the book of the same name by Vladimir Nabokov, published in 1955. Check wikipedia for Lolita. The term is now generally used to refer to any underage female in a sexual relationship.
