Not sure if it's worth to fix these scanning artifacts, as the source is in JPG anyways.

I'm not sure what causes this type of scanning 'noise' It's not the typical screening I've seen.

I was the one who scanned this. I could get rid on the noise and re-upload it using Photo Studio 6 and then save it as an PNG. Would that help?
