Okay, I'll make it a bit clearer what I meant. I wasn't sure if she was just cosplaying or actually put into a Pokemon arena setting. Chose the latter.

cosplay only concerns about costumes - where a character is doesn't really matter.

And crossover only concerns about if there are characters from different works appear in the same scene.
