It is indeed a scanned image,I applied noise reduction to it,This intensity of noise reduction can eliminate scanning noise,As you can see, the words are blurred.I am currently looking for an HD scan of this image.

Thanks for clarifying, I didn't know that noise reduction filters can blur text in ways that look like these. The rest of the image looks pretty good though, may I ask what de-noise filter are you using?

It's waifu2x extension,People always like to use it to upscale images,But the software does not do very well in that respect.For image noise reduction, it is almost perfect,It uses AI technology to reduce image noise,It can remove scanning noise to the greatest extent,The text will be blurred because the noise reduction engine I chose has a blur effect,But for some images, using it for noise reduction may not be very effective, after all, it is not a real human operation, it may make the image very unnatural.

Thank's for the guidance. I've not heard about this extension before, It definitely looks interesting, I'll give it a try :)
You can mask the text with its original form in Photoshop, pretty trivial. Still, even the art itself is overfiltered. Try to use a weaker strength next time.

On a general note, using waifu2x directly on scanned (screening) images doesn't really work very well. I usually filter it with conventional filter a little bit before feeding into waifu2x.
