True but from what my friend told me who does a lot of photo edits it tends to be one of the most common causes

No, JPEG artifact has nothing to do with upscaling. It's a sign that an image is either compressed with bad quality parameter, or, worse, re-compressed (often by third party, which we should avoid).

Well, in this case, it *is* recompressed.. by Twitter, since it's bigger than 4096 on one side.
