Nope, those tags concern about clothing only:
- topless:
A lack of clothing on the torso (of a female).
- naked:
The state of not wearing any garments.
So, whether the breasts are hidden by something else or not is irrelevant.

I think that people who want to see breasts should be able to search for pictures with "breasts" tag.
Currently, there are pictures who want to see breasts can't see even though they have breasts when they search for "breasts". Also, if we search for pictures with tags "breasts", "topless", and "naked", pictures without breasts will be searched together, which I think is inconvenient.
